ACP (R) Ts. Dr. Mohd Hakim. is a highly accomplished senior executive leader of the Royal Malaysia Police, distinguished for his extensive expertise in investigating various criminal cases, disaster management, and a prominent figure in forensic science during his tenure of over 18 years. Currently, his career spanning strategic consulting on integrity, corporate governance, compliance, internal investigation, and whistleblowing frameworks continues to evolve in the corporate world as Principal Consultant at Hatta Hash Consultancy.
He has undertaken specialized training in crime scene investigation at the International Law Enforcement Academy (ILEA), Bangkok; the DVI Commander course by the Australian Disaster Victim Identification Committee (ADVIC) in Victoria, Australia; and the Risk Assessment and Investigation of Deliberate Biological Events (BRITE) course organized by INTERPOL. Internationally, he served as Malaysia’s representative as an Expert Consultant to the United Nations Secretary-General’s Mechanism (UNSGM) and as a Qualified Expert with the United Nations Office for Disarmament Affairs (UNODA).
Throughout his distinguished career, Ts. Dr. Mohd Hakim has led numerous high-impact national and international operations, including serving as Head of the Forensic DNA Databank of Malaysia. He has directed complex crisis management initiatives, multi-agency intelligence operations, and Disaster Victim Identification (DVI) missions at both national and international levels, including the airplane crash in Elmina, Shah Alam, and the Malaysia Airlines MH17 tragedy in eastern Ukraine.
In this leadership role, Ts. Dr. Mohd Hakim specializes in implementing anti-bribery and anti-corruption frameworks, governance systems, and risk management, including ISO 37001, ISO 37002, ISO 37008, ISO 31000, and ISO 37301. His investigative background further provides strong expertise in matters relating to the Witness Protection Act 2009 and the Whistleblower Protection Act 2010.
Academically, Ts. Dr. Mohd Hakim holds a Doctor of Philosophy (PhD) in Industrial Technology, a Master of Business Administration (MBA), and a Bachelor of Science (Hons.), along with specialised certifications in forensic and databasing technology from the University of North Texas, Fort Worth, Texas, USA. He is strengthening compliance culture, building public trust, and nurturing future leaders through training, mentoring, and knowledge sharing.
Beyond his professional practice, he contributes actively to academia as an Associate Editor and Expert Review Panel member at GLAFIMS, India, and an Adjunct Professor at Universiti Teknologi Malaysia. His research is widely published in leading academic journals, and he is a frequent keynote and plenary speaker at international conferences and national symposiums.
